Code of Conduct Compliance Officer

Resident Position - 100% - Geneva


ICRC staff members are the organization's greatest asset in implementing its humanitarian mission to protect and assist people affected by armed conflict and other situations of violence. The ICRC seeks to safeguard high standards of integrity and professionalism, providing the ethical and behavioural framework that all staff are expected to respect in their daily work. The ICRC Code of Conduct contains essential rules of behaviour that reflect the values underpinning the ICRC's mission.

The ICRC has recently decided the establishment of a Compliance Architecture composed of functions, oversight bodies and processes to ensure fair and consistent application of rules, , first and foremost with regard to the ICRC Code of Conduct. This architecture will be built on the strengths of existing internal control and compliance mechanisms, while clarifying and streamlining them and ultimately improving their efficiency.

The newly-created Global Compliance Office will cover functions related to risk management, internal control and compliance with the ICRC Code of Conduct, and will be in charge of building and implementing the Compliance Architecture. It will be based at the Office of the Director-General and will liaise with the Directorate, the Internal Audit and the Audit Commission. It will chair a cross-departmental Compliance Group composed of existing compliance functions, aiming to ensure coordination and harmonization of methodologies related to control and compliance activities across functional domains and worldwide locations.

Purpose of the post

The Code of Conduct Compliance Officer serves as a focal point for ICRC employees on all issues relating to compliance with ICRC Code of Conduct. He/she plays a strategic role in liaising with ICRC managers to provide guidance and ensure appropriate oversight in this domain. He/she is accountable for enhancing awareness of and embedding compliance with the ICRC Code of Conduct consistently throughout the entire organisation. He/she is responsible for the implementation of prevention, detection and management processes, including global training and communication related to compliance with the ICRC Code of Conduct, in strong cooperation with the Internal Audit and the Compliance Group.

The Code of Conduct Compliance Officer is a key member of the Global Compliance Office and will work closely with the Risk Management Officer and the Internal Control Officer on the detailed design of the global Compliance Architecture.

Main duties and responsibilities
  • Exercises oversight responsibility over compliance with the ICRC Code of Conduct

  • Leads the development and oversees the implementation of the Compliance Architecture with regard to the ICRC Code of Conduct, including:
    - Design prevention, detection and response mechanisms for harassment, discrimination, abuse of power, sexual exploitation, fraud, bribery, non-disclosure of conflict of interest, and non-respect of rules related to security, duty of discretion, use of IT facilities, information security and data protection, in close collaboration with the Compliance Group
    - Set-up a Compliance Case Management system and an internal, cross-functional "hotline" to enable systematic reporting of alleged violations
    - Design global training and communication for all ICRC staff

  • Champions and oversees the implementation of the newly-created Compliance Architecture, including:
    - Promote systematic reporting of non-compliance cases, through regular internal communication and training programmes
    - Advise and support ICRC's managers in reporting and managing alleged violations to the ICRC code of conduct, within the field of their responsibilities, and ensure overall consistency in treatment of cases
    - Ensure appropriate oversight and proper closure of all reported cases, supporting managers in assuming their responsibility for providing appropriate responses
    - Coordinate with functions related to compliance across the ICRC in monitoring, expertise and lessons learnt on violation cases occurring in the field and at the headquarters
    - Cooperate with ICRC Internal Audit, coordinate and monitor the implementation of their recommendations
    - Respond to donors' queries with regard to compliance assurance
    - Conduct a review of major institutional risks related to compliance with the Code of Conduct on an annual basis
Education and experience required
  • University degree and/or professional certification and minimum of six years of relevant experience in the field of compliance and/or behavioural risk management
  • Minimum of six years of relevant experience in either compliance or audit (preferably a combination of the lead audit firms and international organisations)
  • Successful working experience in different geographical and cultural environments, within the ICRC or another humanitarian or international organization (ICRC experience is an asset)
  • Strong and demonstrated experience in handling issues related to staff misconduct
  • Knowledge of Swiss regulatory frameworks and of compliance standards ( ISO, COSO, FCPA, IDW, ...)
  • Experience in project implementation in a collaborative team-oriented approach (knowledge of a project management is an asset)
  • Familiarity with Microsoft Office applications, knowledge of Data Analytics is an asset
  • Fluency in English, with good working knowledge of French

  • Ability to champion the Compliance Architecture and to both work independently and in close collaboration with the other members of the Global Compliance Office

Type of contract:permanent - Length of assignment: 4 years renewable
The post requires readiness to travel and to visit different contexts and delegations as per needs.
