SECURITY SERGEANT (1 post)
Please note that this temporary job opening is open to internal applicants only (i.e. current staff members of the United Nations Secretariat holding a fixed-term, continuing or permanent contract).
This temporary position is intended to fill the functions of short-term duration with an estimated start date 01 January 2017 up to 31 December 2017.
The duration of the appointment is subject to availability of funds. Recruitment for this position is done on a local basis, whether or not the candidate is a resident of the duty station.
Candidates must have passed the UN Security Test.
Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment.
If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.
A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments.
All TJOs in the General Service and related categories, at the levels GS-5, GS-6 and GS-7 shall be open only to internal staff members at the respective duty station holding a Fixed-Term Appointment, Continuing Appointment or Permanent Appointment. When a qualified internal staff member cannot be identified, the hiring manager may submit a request for an exception for selecting an external candidate (including a staff member holding a temporary appointment). Such requests must be substantiated and submitted to the respective Recruitment focal point who in turn will review for transmittal to OHRM.
In addition, all new entry-level recruitment in the General Service and related categories, for positions at the GS-4/TC-3/S-2/ PIA I levels and below, irrespective of the source of funding, will only be granted Temporary Appointments . Vacancies at these levels are open to both internal and external candidates, including staff members on temporary appointments. However, priority consideration will be given to serving staff members holding Fixed-Term Appointments followed by those holding Temporary Appointments. New external candidates will only be considered when a serving staff member holding a Fixed-Term or Temporary Appointment cannot be identified. Selection of a new external candidate requires the approval of OHRM. No entry level Fixed-Term Appointments will be granted to new external candidates.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1

This position is located in the Security and Safety Service in UNOG. Under the overall supervision of the Security Chief and Unit Chiefs.Responsibilities
- Acts as first line supervisor of a team of security officers by providing guidance through the dissemination of instructions and the issuance of operational orders, and by monitoring compliance with standard operating procedures.
- Monitors the team’s actions in access control tasks - including the identification and security screening of incoming pedestrians and the inspections of vehicles – as well as in indoors and outdoors preventive patrols aimed at maintaining public order.
- Supervises traffic and parking control activities carried out by the team inside the UN grounds.
- Prepares and submits reports related to the above-mentioned activities and contributes in the presentation of relevant statistics.
- Participates in the performance appraisal of staff under the incumbent’s responsibility.
- Takes first decision in response to complaints of physical or verbal aggression, as well as of theft, loss or damage of UN property, makes initial assessments of the situation, takes statements , conducts preliminary inquires and draws up the related fact finding reports.
- Provides advice to staff members and, as necessary, takes preventive action to forestall losses, damage or theft; in this sense acts at all times as source of guidance and information to delegates, visitors and staff members, using the documents and files at his/her disposal.
- To maintain and sustain his/her team staff members in continuous training.
- May be called upon to take charge of organizing all or some basic or refresher training or the training of the new security officers.
- May be called upon to assist the Unit Chief in verifying security officers attendance, drawing up leave schedules and duty lists and compiling periodic reports.
- Takes responsibility for the equipment assigned to security posts under his/her supervision and may receive additional responsibilities in regard to the custody and administration of the Service's equipment and materials.
- Within short notice may be assigned to act as squad leader at one the Palais' main annexes, or to take up an operational team during weekends, holidays, or nights.
- At any time and without previous notice may be called upon to temporarily perform tasks of higher level.
- Within the framework of existing rules and regulations, may be called upon to perform other functions or tasks compatible with his or her responsibility, anytime or in any place, including during off-working hours, week-ends, nights, in accordance to the needs of the Section.
- May be required to work extended duty shifts or to come to work beyond regular duty shifts in case of service related needs.
- Engages in permanent professional development by participating in both in-house and external training programmes with a view to achieve and maintain the needed versatility to assume multifaceted assignments.
Must be mentally and physically fit. All duties are performed in uniform; however, at times the officer may be required to perform duties in civilian clothes. Duties may require long periods of standing. The officer is required to obtain and maintain appropriate host country licenses, including, but not limited to, pistol and vehicle operator licenses. Officers are also required to meet all UN firearms qualification standards.

Completion of secondary school and training in a recognized security unit (police, gendarmerie, armed forces, United Nations security) are required.Work Experience
At least five (5) years of progressively responsible experience in the armed forces or police, gendarmerie, United Nations security or equivalent, of which three (3) years preferably in the United Nations. Experience with a UN organization is an asset. Qualifying years of experience are calculated following the receipt of the high school or secondary school diploma.
Proven experience and/or specialized training in the following areas would be significant assets: firefighting or fire prevention, close protection, investigations, nuclear, radiological, biological and chemical risks, bomb searches and disposal, first aid, police/military training, risk analysis, self-defence, arrest techniques, knowledge of firearms and shooting, and knowledge of surveillance systems.
Fluency in English or French and knowledge of the other language is required. Knowledge of another UN official language is an advantage.Assessment
A written test may be administered by the Service. Successful candidates will be convoked to a Competency-based interview.
