In the context of its expanding activities in Myanmar, DCAF wishes to recruit a Project Officer who will be based at DCAF headquarters in Geneva, Switzerland, with frequent stays of several weeks in Myanmar. S/he will be assigned to the Southeast Asia Programme under the Research Division and report to the Deputy Head of the Division.

Tasks and responsibilities:The incumbent will assist in the implementation of projects related to Southeast Asia, with a particular emphasis on activities in Myanmar.

The tasks include:

Project planning, implementation and evaluation

  • Coordinate the planning and implementation of assigned projects, including the provision of programmatic/ substantive expertisefor the development of DCAF activities in the field of involvement;
  • Conduct targeted research on project-related substance matters;
  • Implement operational activities on the ground as required;
  • Coordinate and communicate operational activities with a) long-term and short-term experts in the area of operations; b) local stakeholders; c) other project partners
  • Draft narrative and financial reports; project fact sheets; proposals and any other documents and correspondence as tasked;
  • Collect data to facilitate monitoring of project activities;
  • Prepare material for internet and IT-based project management tools;
  • Assist in the administrative, logistical and financial management of assigned projects;
  • Assist senior staff in the planning and implementation of DCAF projects in other Southeast Asian countries.

Requirements and Qualifications:

  • Advanced university degree in international relations with a specialisation in security policy / security and conflict management;
  • Demonstrated research, policy or operational experience on security sector governance in democratising countries;
  • Familiarity with the political and security contexts in Myanmar and East Asia more broadly;
  • Professional experience related to accountability mechanisms (e.g. ombuds institutions; independent complaints mechanisms; parliamentary oversight);
  • Experience in assisting project management in Southeast Asia, particularly in Myanmar, is considered an asset;
  • Experience in project management, including the development and implementation of capacity building programmes comprising the organisation of conferences, workshops and tailor-made training activities;
  • Experience in drafting and reviewing project proposals, log-frames and reports as well as in managing, monitoring and reporting on project finances;
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment;
  • Strong organisational skills with effective time management and ability to prioritise and plan own work to meet deadlines;
  • Swiss or EU citizenship or a valid work permit;

Language Skills:

  • Excellent command of written and spoken English.
  • Excellent drafting and editing skills.
  • Knowledge of at least one or several East Asian languages is considered an asset.
