The Basel Institute on Governance’s International Centre for Asset Recovery (ICAR) has been mandated

by the UK Department for International Development (DfID) Malawi office to implement a 43-month

program in support of Malawi’s efforts to pursue corruption and related complex financial crime. The

program aims to work towards this goal through enhancing the skills and capacities of relevant law

enforcement agencies in detecting, investigating and prosecuting these types of criminal offences, by

advising on legislative amendments and by assisting law enforcement agencies to effectively cooperate

at the domestic and international level.

The program is to be implemented by a team of in-country experts, comprising four senior technical

experts in financial investigation, asset recovery and theft, fraud and corruption related to

pharmaceutical drugs in the supply chain, supported by a local program manager and a local program

assistant/legal researcher.

ICAR headquarters (Basel, Switzerland) is responsible for the substantive supervision of the

implementation of the program, in particular through its Head of Legal and Case Consultancy.


The administrative Program Assistant & Legal Researcher will work in support of the overall objectives

of the project by assisting the program manager in his/her functions of external and internal

coordination and communications and ensuring appropriate handling of all local administrative and

organisational tasks related to the operational implementation of the program. In addition s/he will

contribute to the work of the experts in country and at ICAR HQ by conducting specific legal research

on relevant topics of criminal law and criminal procedure in the context of the program. Specifically, the

tasks and responsibilities of the program assistant & legal researcher include:

Program assistance:

• Assist the Program Manager Malawi in identifying the key contact persons in beneficiary

institutions in Malawi, including the Anti Corruption Bureau, the Office of the Director for Public

Prosecution, the Financial Intelligence Unit, the Ministry of Health, and other relevant agencies,

such as the Office of the Attorney General, the police, customs, and arranging meetings with


• Assist the Program Manager Malawi in identifying relevant public non-beneficiary institutions,

policy makers and civil society to enable ICAR to deliver the objectives of the program

• Assist the Program Manager Malawi with the administration of service contracts

(HR/procurement) and other local administrative and logistical tasks required under the


• Support the Program Manager Malawi in the collection of all required information to conduct

adequate qualitative and quantitative evaluation of the program’s impact

• Assist the Program Manager Malawi in drafting all relevant operational and other project

reports as required in the context of the program

• Assist the Program Manager Malawi in maintaining and updating all project files, including case

files according to ICAR’s filing policy

• Assist the Program Manager Malawi in preparing meetings of the project steering committee

Legal research:

• Assist the technical experts in identifying shortcomings in the domestic legal and regulatory

framework especially in the areas of criminal law and the law on criminal procedure as well as

existing procedural guidance

• Undertaking legal research in support of issues arising from casework where the program’s

technical experts are providing advice

• Assist the technical experts in identifying the needs for additional multi- and bi-lateral treaties

facilitating international cooperation in the investigation and prosecution of corruption and

related (financial) crimes and the recovery of assets

• Assist the technical experts in organising ad-hoc trainings, including training material

Skills and qualifications

• A college degree of higher education or relevant apprenticeship

• At least 3 years of practical work experience in project assistance in international development

• Completed, internationally recognised university degree in criminal law and criminal procedure

• At least 2 years of post graduate practical experience in conducting legal research

• Ability to work independently, and as a team player in challenging operational environments

• Work experience in developing countries; in particular, working in Africa would be an asset

• Experience with applying IT research tools

• Fluency in English and Chichewa

Reporting and institutional set-up

The Program Assistant & Legal Researcher works as a consultant to the Legal and Case Consultancy

team of the Basel Institute on Governance’s International Centre for Asset Recovery. This team is

supervised by the Head of Legal and Case Consultancy.

S/he will report directly to the Program Manager Malawi and shall work closely with the other project

team members. The appointment is initially for a period of 12 months with an option of extension.

Place of work

This is a local consultant position based in Lilongwe, Malawi.


Start date: 1 January 2017 or as soon as possible.

Depending on professional experience and academic background the gross monthly salary for the

Program Assistant will vary from GBP 800 to GBP 1’000.
