Background Information - Job-specific

The purpose of the REACT project is to promote the mainstreaming of environmental sustainability in the UN system, focusing in particular on peacekeeping operations, by supporting the United Nations Department of Field Support (DFS) in their efforts to improve their own environmental and energy performance. Peacekeeping operations are international missions mandated by the UN Security Council to operate in specific countries and parts of countries for specific periods. The operations usually take place in locations with a fragile environment and a serious lack of infrastructure. The environmental footprint of UN Peacekeeping Operations is not bench marked against any specific standard or other organization but it is considered to have significant room for improvement in a large number of critical areas. UN Peace operations represents over 50% of the current UN system Climate Footprint and as such are instrumental in reaching the UN wide target of Climate Neutrality by 2020 that is demanded by the Secretary General and the UN Chief Executives’ Board.

With help from REACT, the DFS field missions will be supported in implementing mission specific Environment Management Systems (EMS) following the Plan-Do-Check-Act cycles towards continuous environmental improvement and assist the mission to implement it via the development of mission specific environmental action plans and scorecards,which will be the base for DFS to track progress at mission level.  
Functional Responsibilities

The EMS officer will oversee the implementation of a systematic approach to environmental impacts reduction via EMSs by DFS field missions and connect DFS efforts with the UN wide environmental sustainability management work and greening the blue campaign.

The position is full time time with an expected 50% of time travelling to field missions.

He/she will:

Coordinate, support and enable implementation of EMSs in Field missions

  • Assess the EMS implementation, main challenges and capacity building needs in each mission via a series of field trips and plan the assistance needed mission by mission;
  • Act as Help Desk for EMS implementation in missions by reviewing existing EMSs and Environmental Management Plans; regularly maintaining contact with the environmental managers in field mission, investigating on EMS progress and challenges faced, providing technical assistance on EMS where needed and reminding (where appropriate) about deadlines and reporting commitments;
  • Liaise with the other REACT experts and mission experts to ensure the various REACT work streams (energy, waste, etc.) are well integrated in the overall EMS plans for the mission;
  • Prepare regular communications from DFS and UNEP on EMS progress;

Contribute to develop and organize the REACT-DFS EMS Capacity building and the connected awareness raising and training on EMS for Field missions staff

  • Based on the needs assessed above: train and provide capacity to field missions on EMS anchoring this effort in the existing materials and experiences available in the context of UN environmental sustainability management and peacekeeping;
  • Assist DFS in facilitating experiences exchange among missions on EMS implementation, coordinate efforts, and prompt information and lessons sharing;
  • Assist field missions in integrating environment into their existing communications plans or strategies targeting internal and external actors;
  • Assist missions in implementing the communication and training components in their EMS (i.e. informing and involving staff on the systematic environmental reductions efforts underway);
  • Ensure that EMS results are communicated appropriately via the appropriate DFS, REACT or Greening the Blue campaign channels;

Scorecards and reporting on the progress of EMS and other environmental indicators in field missions

  • Train and assist DFS staff on the filling up of the above EMS scorecards;
  • Verify and collate scorecards;
  • Assist missions in finding a stable way to provide timely and complete inputs (via DFS) in the UN wide environmental sustainability management reporting system;
  • Assist REACT project management in reporting to UNEP and DFS (PIMS and donor reports);

Set up the liaison between REACT and the system wide environmental sustainability management efforts and facilitate the IMS Greening field operations working group (20%) 

  • Assist DFS in contributing with the missions specific experience in the SUN managed UN working group on EMS;
  • Manage the UN working group on “Greening Field operations” and facilitate exchange of experiences therein so as to enrich the work of the REACT project, and share its lessons with other field and humanitarian agencies;
  • Outreach on the work of REACT to other (non UN) humanitarian agencies as appropriate;
  • Work as member of the Sustainable UN team taking part in team meetings and in the life of the related UN wide sustainability network as appropriate;

A Master’s degree in engineering is required.  A Bachelor’s Degree with Additional 2 years of relevant work experience to the above duties and responsibilities may be accepted in lieu of the Master's Degree. Specialized education Environment Management Systems, including CSR /GRI reporting .  

Minimum 5 years of direct working experience in environment management systems in a “field “or similar context (peacekeeping or humanitarian field, field based industries; military context, or large field based office compounds) is required.

Proven experience in training and capacity building is required.

Working experience with UN Agencies in the development of environmental sustainability strategies, CSR /GRI reporting is desirable.


Fluency in oral and written English is required. Working knowledge of French and/or Arabic is desirable.
