Staff Development Officer

Org. Setting and Reporting

The position is in the Learning and Development Unit (LDU), Human Resources Section, Executive Office (EO), in the Office for the Coordination of Humanitarian Affairs (OCHA), in Geneva. The incumbent will report to the Head, Learning and Development Unit.


Within limits of delegated authority, the Staff Development Officer will be responsible for the following duties:

Design, implement and organize learning programmes in the area of leadership and management development including formal training, self-directed online in the form of a leadership pathway of resources, establishment of an OCHA mentoring programme, and other related initiatives. . Systems and Procedures: Support and enhance the implementation of the People Strategy , enhance coherence of overall OCHA learning programmes; Promote transparency, accountability and equitable learning opportunities to all staff;. Planning and Reporting: Just in time
accurate reporting and tracking of learning activities and expenditures;. Coordinate and manage the design and development process of OCHA specific leadership and management related projects based on the main goal of which is to ensure that OCHA staff (Headquarters and field-based) have the required competencies, skills and knowledge to fulfil their roles and responsibilities, by: - Identify and prioritize core functional competencies that need to be addressed through learning and training for OCHA staff in various functions and levels.
- Identify and prioritize learning initiatives that contribute best to closing existing functional competency gaps. - Identify and roll out initiatives in support of diversity and inclusion with priority to gender parity and geographical diversity in the context of national staff. - Identify external consultants and coordinate design and development of OCHA specific training initiatives as and when required. Ensure adequate funding, smooth administrative planning and reporting on LDU activities. - Ensure just-in-time purchase of quality services needed to implement projects satisfactorily. -
- Support and advise management, supervisors and individual OCHA staff members on recommended external and internal learning and training opportunities that would enhance performance of individual staff and/or OCHA teams in the Field or at Headquarters. - Maintain good overview of relevant external leadership and management development related offers and liaise with potential collaborating partners. - Communicate learning policy issues, services and offers effectively to OCHA managers and staff. - Promote linkages with performance management with emphasis on development plans for individual staff members. - Maintain a good insight on new trends in leadership and management development methodologies and approaches; identify best practices concerning new learning methods and technologies, and promote effective techniques to be adapted to OCHA. - Assess evaluation reports and impact studies on existing programmes and services and identify solutions to address areas that need strengthening.


PROFESSIONALISM: Demonstrated knowledge of training and adult learning theories including a focus on leadership and management development; good research, analytical and problem-solving skills, including the ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of given assignments. Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance. Knowledge of the institutions of the UN system. Good understanding of OCHA's mandate and core policies. Ability to conduct independent research and analysis. Ability to identify issues, formulate opinions, make conclusions and recommendations. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Meets timeline for delivery of products or services to client.

Advanced university degree (Master's degree or equivalent) in educational technology, instructional design, adult education, psychology, or other related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in adult learning, training, staff development, instructional design or related area is required. Experience in leadership and management development is desirable. Field experience in the area of staff development or capacity building applied to humanitarian affairs and/or development is desirable. Experience within the UN common system is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.


Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice

This position is available until 31 December 2019. If the selected candidate is a staff member form the United Nations Secretariat, the selection will be administered as a temporary assignment.
Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below, and staff rule 4.16 (b) (ii).Therefore, a staff member holding temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013..." Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period
of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions. The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
